City Submitted a Comment Letter to SCAG on the Proposed RHNA Methodology The State Department of Housing and Community Development (HCD) recently announced that it intends to require that southern California cities plan to build an additional 1.34 million housing units by 2029. The Southern California Association of Governments (SCAG) is responsible for establishing a methodology for determining what share of those 1.34 million units will be assigned to each individual jurisdiction. The City of Yorba Linda recently submitted a comment letter to SCAG on the proposed methodology. New Houses on Track to Come to an Old Fire Zone Near Yorba Linda On Aug. 27, Orange County supervisors green-lighted Esperanza Hills, a controversial, 340-home neighborhood to be built on chaparral-covered hills just beyond the north edge of Yorba Linda. The Orange County Fire Authority is treating Esperanza Hills as something of an “experiment,” said Fire Marshall Lori Smith. The agency wants to see if modern fireproofing standards — including roofs built to brush off embers — and clearing away flammable brush, will give fire fighters an edge. Orange County Plan for Vote Centers, Mail Ballots for All Headed for State Approval This Fall After holding 29 meetings around the county and collecting thousands of surveys, Orange County Registrar of Voters Neal Kelley is close to finalizing plans for the future of county elections. The basics remain the same: send every voter in the county a mail-in ballot, and open nearly 200 “vote centers,” some of them more than a week before the election, instead of the traditional neighborhood precinct polls. Orange County’s New Administration Building Features ‘One-Stop’ Center to Serve Public Need to pay county taxes, apply for a building permit or look up property records? That and more can be done at the ground-floor service center of the six-story building known as County Administration South in Santa Ana. Clean Trucks The California Air Resources Board (CARB) started the process of developing regulations to transition medium and heavy-duty trucks to zero emission technologies, however, the scope of this undertaking is broader than anticipated. As expected, the new regulation would place zero emission vehicle production requirements on truck manufacturers, but it would also impose reporting requirements on private and government agencies. Draft language on the requirements was released at a workshop on August 21st, and CARB is seeking comments. The deadline to submit commits is September 21st. [California Air Resources Board]
California Governor Announces Deal to Cap Rising Rent Prices California Gov. Gavin Newsom reached a deal with apartment owners and developers Friday on legislation that would cap how rapidly rents can rise as the state grapples with a housing crisis. The deal would cap annual rent increases at 5% plus inflation, with a 10% maximum increase. [Associated Press]
Long Paper Receipts Can Stay for Now, as California Lawmakers Reject Ban The bill initially would have required businesses by 2022 to provide customers electronic receipts unless a paper printout was requested. The version of the bill that was sidelined Friday would have required businesses to ask customers before printing a receipt, and then required that those not include coupons or advertisements unless also requested. California Consumer Privacy Act Will Impact Businesses that Collect and Receive Personal Data A law to protect the privacy of California consumers takes effect Jan. 1, and businesses that don’t comply with the mandates by July 1 will face stiff fines. The law will apply to a business if it, or an entity it controls or that controls it, collects or receives personal information from California residents, either directly or indirectly. [OC Register]
